Athorizes laws that give District Court Commisioners power to issue civil interim peace orders and civil interim protective orders when the Office of the Clerk of the District Court is closed, in order to provide for 24-hour service and protection. Athorizes the Maryland General Assembly to pass emergency laws creating or abolishing any public office or changing terms or duties of any officer.

the County Council may meet in closed sessions only when expressly allowed by its own rules of procedure. "emergency" legislation as "expedited" legislation, delete the requirement for a declaration of emergency, broaden the reasons the Coucil may enact expedited legislation, and modernize language and punctuation.
